Decimals have place values, as here is a chart showing the place values for decimals. Going left to right, we start with the tenths column, as there is no ones column, then the hundredths column and so on, and you can extend out further than the millionths column.
For example, the decimal number .486279, the 4 is in the tenths column, then 8 in the hundredths column, and so on to a 9 in the millionths column.
