By default, edits to clips on the Timeline, such as cuts, are based on video frames. Far more precision can be gained by switching to audio based units. Running along the top of the Timeline is the Time Ruler. Right mouse click in this area and choose "Show Audio Time Units".
When in this mode, the format of the time will change. Edits, such as cuts, can be made to far higher precision. The Timeline can also be zoomed in far further than when using video units.
