The 3D Cursor is the black cross hair with a red and white dashed ring. It can be a powerful design aid but also a visual distraction.
In the upper right corner of the main window (3D Viewport) is the Show Overlays button. It has an icon with 2 overlapping circles. To the immediate right of this button is a downward facing arrow. Clicking on this reveals the various Overlays options that can be displayed. From here the visibility of the 3D Cursor can be toggled on or off.
