How To Expand All Layer Properties in After Effects CC 2023:
1. Press and hold the Command or Control Key
2. Click on the arrow to twirl open a layer
3. All Properties will open
4. Select all or multiple layers and repeat the process to expand all layers

How To Collapse All Layer Properties in After Effects CC 2023:
1. Press and hold the Command or Control Key
2. Click on the arrow to twirl close a layer
3. All Properties will close
4. Select all or multiple layers and repeat the process to collapse all layers
