This is a really great feature that was introduced with Windows Server 2012 R2 and is also available on Hyper-V on Windows 10.

Limiting the IOPS will give a limit for the amount of read and write resources that your Virtual Machine will be allowed to use on your virtual hard disk.

To limit the IOPS you use Hyper-V Storage QOS features which are easily accessed by opening your Virtual Machine settings, then expanding out the Hard Drive and setting Quality of Service.

Just tick the box that says "Enable Quality of Service Management" and then set a maximum value.

You do not have to have your Hyper-V Virtual Machine powered off, which means you can do this while the VM is live and then test to get it all setup correctly.
