You can create a user with email address, you can sign up for a new email address or you can choose sign in without a Microsoft account. If you choose that option you will make a new user without an email address. Then you must choose Local Account. Signing in with local account means that you have to create a user name and account for each PC you use. And your settings will not be synced across that PC's you use. You just need to type User Name. You can choose to create a password. When you leave password field blank, new user will not be asked to type password by signing in to windows.
