If you primarily want to work with the CPU, I'd probably go for a used 3900X processor, as it has a better price/performance ratio. Of course Ryzen 3000 CPUs are suitable for gaming, but this is where the Zen 3 architecture really shines.

If you don't want to make any compromises then go for the new AMD Ryzen 5900X.
