Between 2008 and 2018, there was a 37 percent reduction in the number of children in congregate care due to high insurance costs, less money from state and federal governments, changes in juvenile justice policy, and a shift in cultural attitudes about these institutions. In 2018, the passage of the Family First Prevention Services Act significantly restricted the use of federal foster care dollars for group homes. As a result, foster children across the country who have been abused or neglected are forced to spend nights in hotels, shelters, or government offices because child welfare agencies have no place to put them.
