Most of this year’s debate over the repeal and replacement of the Affordable Care Act has been quantitative, revolving around adding and subtracting various layers of subsidized health insurance to hit (or miss) budgetary and coverage targets. However, several fresher lines of analysis suggest that changing the quality of coverage, via expanded use of tax-advantaged health savings accounts and less reliance on comprehensive packages of medical benefits, could improve important aspects of personal health and access to coverage.
