Few groups in America face more difficult challenges than prisoners returning to society. More than half are arrested for a new crime within three years of release. Too often, government agencies, service providers, and communities do not work together to maximize the effectiveness of reentry programs and minimize barriers to employment and integration. These shortcomings have implications for current and former inmates and their families, as well as public safety and state budgets.
