The DATE() function re-constructs the date.
=DATE(C3,MONTH(C2&0),1)

The EOMONTH() with DAY() function, you can get the last day of the month.
=DAY(EOMONTH(D8,0))

The SEQUENCE() function with D10 as number of rows and D8 as starting date, you get the range an array of date.
