Graphics Display Video Quality Settings set to "High" highest option in the game. Motion Blur set to "Off".
Regarding the shader compilation stutter that most Unreal Engine 4/5 (DirectX 12) games are notorious for we can force the game to run in DirectX 11 while also enabling shader preloading on load. Add these in the Engine.ini file at the bottom located in %LOCALAPPDATA%\SANDLAND\Saved\Config\WindowsNoEditor

And after that make sure you when you launch the game on Steam to select "Force DirectX 11 mode". You should experience less fps drops and stutters now.
I also made these manual edits to the "Engine.ini" file located in %LOCALAPPDATA%\SANDLAND\Saved\Config\WindowsNoEditor to turn off, disable and/or remove Motion Blur, Depth of Field, Lens Flares, Chromatic Aberration, Film Grain etc.
These are the lines I added at the bottom:
