On my no lockpicking/stealing skill playthrough I have had to rely on tools to get into certain outposts or ruins for research materials. I found a few tricks such as you can use tools/hacksaws to unlock doors/chests with multiple characters at once and if you stop on every character excluding one it will only consume one tool from that character. This trick involves using tools/hacksaws to weaken the lock which then allows you to break it with a lower strength level. Really useful for non-thief like characters who still want to research things without having to get their hands dirty.
