To make a slider with percentages in Excel, you need to do a little extra formatting. This is because the slider (i.e., Scroll Bar) Form Control inputs only accept whole numbers.

In this tutorial, you'll see, step by step, how to create a Scroll Bar slider with percentages in Excel.

You'll then see how you can edit your slider to also display negative percentages.
