A lot of windows user face this type of error message "The program can't start because d3dx9_27.dll is missing from your computer, try reinstalling the program" due to failure of direct X programming. So you have two ways of fixing this error. Either install the updated microsoft Direct X or follow my shortcut method:

Part 1: Download d3dx9_27.dll
Part 2: Place d3dx9_27.dll file to C:\Winodws\system32 (32 bit and 64 bit) using winrar
Part 3: Similarly Place dll file to C:\Winodws\sysWOW64 (only 64 bit) and restart.
