Steps:
Launch the Discord app for PC.
Click on your username in the bottom left corner.
Then click the pen editing icon in the top right corner of the menu that appears.
Click ‘change avatar’ at the top of the page.
Then click ‘upload image’.
Select the image that you would like to use and then click ‘open’.
You can now crop and reposition the image to your liking, and click ‘apply’.
Click ‘save changes’ at the bottom of the page.
Your discord profile picture has now been updated.
