In an optical mouse there is an L.E.D light below the mouse. The light bounces into a photocell, which is inside the mouse.
The photocell has a lens in front of the L.E.D light which magnifies so that the mouse can respond more precisely to the hand movement.
If you move the mouse around, the pattern of the reflected light changes and there is a chip inside the mouse which detects the movement.
The scroll wheel is mounted on a switch mechanism, it detects how much is the wheel rotated or if it pressed.
