-Set Desktop Resolution to 3840x2160
-Set Game to Fullscreen Windowed
-Set Reslution to 1920x1080
-Disable Vertical Sync

Isn't this the same with both the desktop and game @1920x1080?
-Yes. Both will render @1080p

How did this happen?
-This is equivalent to DLSS/FSR Performance mode which is 50% resolution Scale
-This is the effect of Upscaling. DLSS and FSR are upscalers and all their options from Performance up to ultra Quality mode has their corresponding resolution scale. (Check DLSS Render Scale and FSR Render Scale with links below)
