Follow the below steps:
1) Go to https://developer.oculus.com/manage/o...
2) Make sure to login to your existing Meta account
3) Add Credit Card and set up 2FA to verify your account
4) Choose a name for your developer account
5) Accept the terms and conditions
6) Power on your headset
7) Launch the Oculus app
8) Go to the Devices icon
9) Now tap on Developer mode and toggle it on
10) That's all it takes to enable developer mode on Oculus Quest 2.
