Shingen is a new(-ish) character added for SB3:U, who doesn't have a story mode, but is playable in other game modes. He also has his own stage only available outside of Story Mode, but we won't see that in this video what with playing as him.
Shingen is one of the 6 characters added to Utage who didn't get a story. These 6 characters also don't get more than 1 R2, no alternate outfits, and no alternate weapon skins. So they feel a tad incomplete, but they do have a fully usable moveset in gameplay, just no option for changing out R2s.
Shingen can charge all of his attacks for more damage and range. His Hold Square can have him trade his HP for Basara, which can set up for some really broken gameplay if you can keep his health up in between Basaras, which isn't too hard to do since his Basara is basically just a buff that causes meteors to fall down and makes him invincible for a short duration. Between that and Hero Time, you could probably clear the whole map with him being completely invincible almost the entire way through.
His main gimmick is that, once you unlock the required moves, you can use them in a specific order to enter Furinkazan Mode. I don't figure this out until the later stages. His moves are named after elements and you want to use the Wind (Directional Triangle), Forest (Hold Square), Fire (Triangle), and Mountain (R1). You can tell you're doing it right if Shingen's animations are slightly different and chain together more smoothly. If done successfully, Shingen will enter Furinkazan Mode and gain a temporary buff where all of his moves will come out as if they were instantly at full charge, making him much more destructive.
So I was originally planning to do partial translations for these Unification Mode videos. But it's getting hard for me to find the time to just finish Sorin's videos, and I still have two more stories to translate after that. And, frankly, the SB translations aren't getting as many views as I'd like so they're getting lower in priority for me. Also, after playing through these, I really don't feel like you miss much from not having this translated. About 90% of the dialogue is generic and/or reused, with only character interactions standing out (which can sometimes just be a single reactionary line).
Unification Mode does have some unique lines you can hear depending on who you have your character attack, like Shingen will have a line when attacking Kenshin at Kawanakajima. It's usually stuff that makes sense, though there are a few completely random interactions like the Maedas invading Motochika's territory. But those exchanges are usually just 2-3 lines long and obvious enough you can guess at the dialogue and probably get it right. I do specifically try to do fights I think will give extra dialogue when playing this mode, so you should see a fair few of them.
Anyways, I just think I'll get these up faster if I just put them out as is, just to show off the gameplay of these characters you can't play in the story. If I were to hold on to translate these, then they'd be sitting in my storage for a considerably long time.
I do plan to round up all the cutscenes and translate those once all the story modes are done, so if you wanted to know what everyone's outro cutscenes are and the in-stage cutscenes that don't play in story mode are, you will, at some point. And on that note, do try to let me know if there are some really obscure, hard to find cutscenes in the new Utage stages.
