Drag & drop the video on timeline.
Go to the frame which you want to freeze.
Click on go to previous or go to next frame buttons below preview window.
Or drag the playhead to that scene.
Right click on video on timeline click on insert freeze frame.
By default it will add 4sec freeze frame.
You can increase or decrease duration of freeze frame by dragging it's border.
