The FBI is older, having been established in the early 20th century, and over the years has primarily dealt with counterintelligence, counterterrorism, and organized crime investigations. The CIA was created after World War II and has conducted operations around the world, often interfering in the internal politics of other countries. Both agencies are frequently subject to controversy, both for their sometimes unscrupulous actions and for their demonstrated inefficiency on occasion, such as the failure to prevent the attacks of September 11, 2001.
