Held from 24 November to 3 December 1991 at the capital Manila, the 16th edition of the Southeast Asian Games had marked the second time that the Philippines played host. Having taken place a decade after it first hosted the SEA Games in 1981, the country had an opportunity to showcase a diverse and civilized Philippines, seeing how it is changed just years following the popular EDSA Revolution - an uprising that toppled Ferdinand Marcos Sr. and then ended his authoritarian regime.

At that time in 1991, the nation was very much wounded by tragedy, and was still reeling from several coup attempts, the Luzon earthquake that occurred on the previous year, and the Mount Pinatubo eruption that happened months earlier before the Games began.

The Manila SEA Games, attended by thousands of athletes from all of the participating 9 countries across the region, had opened at the Rizal Memorial Stadium through a colorful opening ceremony that was presided by then-Philippine president Corazon "Cory" Aquino.
