Is the RX9 “Ginsu” Missile Less humane than a conventional explosive?

The RX9 missile was designed to be a more humane way of striking targets since it does not use an explosive warhead which could cause more collateral damage. It is also highly unlikely that 3200 of these weapons were sent to Israel since the RX9 has only been produced in limited quantities.
