Windows 8 Pro or later which will support Bitlocker Password for system drive even if without a TPM.
The downside of BitLocker is being enabled without TPM is that you won't able to use PIN to unlock your encrypted drive, but you can use BitLocker password to unlock it instead. On the other hand, if you are being enabling BitLocker with TPM, you can use PIN to unlock your BitLocker drive, which provides more security.
How to get into the Group Policy Editor
