Outlook data files .pst usage is disabled on this computer (Microsoft Outlook)
Computer\HKEY_CURRENT_USER\Software\Policies\Microsoft\office\16.0\outlook and it is the disablepst key. Verify that it is a 0, if not double click on it and change it to a 0.
