Group number lists into text based categories in Excel

How to categorize a series of numbers into text categories in MS Excel. In this case it is employee performance reviews that are any number (including decimal numbers) from 1 to 10, which need to be placed into 5 possible categories being
- Unsatisfactory
- Inconsistent
- Effective
- Highly effective, and
- Exceptional.
The temptation is to use a nested IF, but VLOOKUP True is the correct way to do this as it allows you to find where the number would fit BETWEEN 2 numbers (even if a decimal).
