This video will show you how you can use an old Raspberry Pi 3, Model B as a network wide TV Streaming device. This video will show you the TVheadend system and go into a little bit of detail about the frequency files used by your USB TV Tuning card.
For this project, I would recommend an Aver Media TV Tuning card - As I'me experienced with them - however, any card you find on eBay/Amazon is liking to do the trick provided it's a DVB-T and not an American standard TV Tuning card.
