According to Google, “Page experience is a set of signals that measure how users perceive the experience of interacting with a web page beyond its pure information value, both on mobile and desktop devices.”
In other words, Google wants websites to give their visitors the best page experience. Thus Google has provided a number of ways for websites to know if their page experience is on par with the users. Of course, this also indicates that websites with better page experience are more likely to appear in the SERPs.
The first Page Experience update came out in 2021 and was only applied to Mobile versions of websites.
Moreover, the Page experience update was spread over into 4 signals that Google Evaluated.

A website conforming to benchmarks on these signals is likely to rank better, especially after the Google algorithm update. The latest updates as of this video came out in Feb 2022. This is when all of the elements for Page Experience became applicable on desktop sites as well.
