yeah pretty much... Youtube needs videos to be a certain length to monetize it for ads and midroll ads, and it used to be 10 minutes, but now it's 8 minutes or higher. This is a genuine thing that happens where your video can perform on Taylor Swift levels but reach 0 new audiences if it's less than 8 min long
