1. Adjust Anchor point
2. Duplicate layers
3. Add Angle Control effect to first layer
4. Lock Effect Controls panel
5. Link rotation to layer with index + 1
6. Add Angle Control to expression
7. Copy and paste rotation property and adjust Angle Control
