Format a 16GB or larger Flash Driver as GUID macOS Extended Journaled
Using Disk Utility name the disk MyVolume
Run Terminal Command
BETA 4
sudo /Applications/Install\ macOS\ Monterey\ beta.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume /Applications/Install\ macOS\ Monterey\ beta.app
MASTER RELEASE
sudo /Applications/Install\ macOS\ Monterey\ beta.app/Contents/Resources/createinstallmedia --volume /Volumes/MyVolume /Applications/Install\ macOS\ Monterey.app
