Row-Level Context:
Row-level context refers to the context in which a formula or expression is evaluated for each individual row of a table. When you create calculated columns or measures, Power BI processes each row independently, applying the DAX formula to each row within its unique context.

Filter-Level Context:
Filter-level context, on the other hand, involves the application of filters to your data model. Filters can be applied through slicers, filter panes, or by relationships between tables. These filters impact the data that is visible and accessible to your calculations, allowing you to focus on specific subsets of your data.
