Medical procurement in Ukraine has long been the source of rich pickings for politicians and their allies.
But reforms – driven by patient organizations and open contracting change agents – are showing results.
In 2015, Ukraine passed its medicines procurement to international organizations, reducing prices by 40%. The number of people receiving HIV treatment grew from 50,000 to 113,000, without the need for increased budget.
A new state agency providing transparent tenders via the Prozorro system managed to buy medicines even more efficiently. In 2020, the agency saved an additional 21.5% of the budget.
The government has been able to buy more for less and more and more Ukrainians are finally able to access affordable healthcare.
But underlying systemic corrupt actors and nepotism take time to eradicate and continue to threaten progress.
