Irresponsible Owner Lets Venerable Dog Who Recently Had Surgery Roam Around on the Road | Dash Cam
While driving on a country road on the outskirts of Newport, I came across a young dog just aimlessly roaming around, despite recently having major surgery. It made its way back to a nearby house, but the owner didn't seem to be concerned that it was out and about. I wouldn't be surprised if it had previously been knocked down.
I did report my concerns to the local RSPCA via email on the same day, but never received a reply back.
