Restart your Redhat 9 server then boot it up in rescue mode after that Press "e" then replace the kernal parameter line no 4 word "rhgb quiet" to rd.break then press Ctrl+x
system will boot up in rescue mod now then follow below steps

1. Mount system in read write mode.
mount -o remount,rw /sysroot

2. Switch to /sysroot directory and reset root password.
#chroot /sysroot

3. Reset root password on RHEL 8 using the passwd command.
#passwd

4. Enter desired password and confirm when prompted.

5. Once password is set, enable SELinux relabeling on reboot and exit the console.
touch /.autorelabel
exit
exit
