The Borderlands 3 CLI tool was created by https://github.com/apocalyptech

This is what I would consider to be the best tool when it comes to moving large amounts of character data or bank/backpack items. From completing all missions to making all of your weapons in your backpack Mayhem 10 this tool can do everything but edit items and convert saves.
This is definitely the most documented and always up to date tool you can read more about the tool on CJs github in the link below.
