Tovan of Borg (Star Trek Online)
You can't dismiss him, but you CAN assimilate him, which makes for some amusing cutscenes when Tovan shows up complete with dialog.
However, it turns out that by 2409 everyone is super understanding of the plight of Liberated Borg and nobody gives him any hassle about it.
