To create or upload new files in a GitHub repository,
1. Open GitHub.com in a web browser on your computer.
2. Click on your profile picture in the top-right corner and select your repositories from the menu.
3. Select the repository where you want to create or upload a new file.
4. Click on the Add File button at the top.
5. Select Upload Files to upload a file from your computer.
6. Drag the file or click Choose Files to Upload.
7. Click on the Commit Changes button.
8. If you want to create a new file without uploading, click on Create new file.
9. Type the name of the file in the input field box.
10. Add your file content in this text box.
11. Click on the Commit Changes button.
