To enable modding in Starfield (on PC), go to your "Documents\My Games\Starfield" folder and create new file called "StarfieldCustom.ini".
Edit that new file and add the lines:
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
The save the file and exit.
