Hammurabi is the leader of Babylon in the New Frontier Pass! He has an insane ability to fully research techs when he gets the eurekas, easily one of the most broken abilities in the entire game. He's also got a unique ancient era melee unit and a replacement for the water mill, both of which are decent.
