This is the most working fix of "Files Required To Download" Bug, Either This happens for Bad Cache files or it's coming from the Rockstar server. If The method does not work then consider it is a server issue and search Grand Theft Auto on Downdetector site for server status confirmation.

Steps:
1. Exit the Rockstar Game Launcher/Steam/Epicgames properly. (Must)
2. Go to "C:\Users\(YOUR USERNAME)\Documents\Rockstar Games\Social Club\Cache"
3. Delete the entire folder/Delete all existing files.
3. Run The Game.
