Congress is back, with a final three week sprint before the November elections. And once again, they're battling the clock to keep the government open past October 1st. But House Speaker Mike Johnson's plan to avert a shutdown has already drawn skepticism from some Republicans, and opposition from Democrats. Speaker Johnson's plan has two parts. It would keep the government funded into next March, but he also wants a bill that would require proof of citizenship in order to register to vote in all federal elections, known as the SAVE Act. Senate Republicans think passing it as part of the funding bill should be a no brainer. Senator John Cornyn says, "I would think both parties—and everybody—would be interested in protecting the integrity of the ballot and making sure that people only legally qualified to vote do so. But it's become a partisan issue, which is amazing to me, but I don't think there will be a shutdown." Senator Bill Cassidy says, "Some people are going to say there's no issue what so ever. We don't need it. Well, if there isn't an issue, then pass it. If its not a problem anywhere in the nation, then it won't inconvenience anybody." But House Speaker Mike Johnson is already facing pushback over the plan. Capitol Hill Correspondent, Erik Rosales reports.
