The shimmer effect on this recording is made of two delay blocks and two reverb block.
I found a free patch here and have modified it a little bit to my needs:

I've removed some distortion block and assigned EXT2 (Expression Pedal 2) to the "mix" and the "feedback" of the two delays and two reverbs. I'm adjusting the volume with the EXT1 (Expression Pedal 1) to have a smooth attack.
