For most smaller DIY projects, a drill is what most people would need. Drill is great for drilling holes and setting smaller screws and lighter nuts/bolts. Drills are also much more precise and have more speed controls than an impact driver.

An impact driver comes in handy when you're setting many fasteners like building a deck or fence or if the fasteners that you're trying to remove are long or stuck. An impact driver is much easier on the users hands/wrist as the tool takes the brunt of the torque and force and won't "twist" like a drill. Impact drivers are often used by mechanics to remove and install nuts and bolts when working on vehicles.

Do you need both drill and impact driver? That really depends on if you're getting into heavier duty tasks that a drill can't keep up with.
