APIPA is an automatic private IP address assigned by a node to itself.
A network address only valid within a local network segment or subnet
Routers do not forward packet with APIPA addresses
APIPA address range from 169.254.0.0 to 169.254.255.255 (except first and last 256 addresses)
ARP is used to detect duplicate address to avoid any conflict.
