This error stops you from downloading a file shared on Google drive mostly publicly shared files. If many people accessed such file, you'll keeps getting that Quota Exceeded message which will asked you to check back after 24 hours, ever after 24 hours, same error will show.
so, this is the latest trick I have always used when downloading any Google Drive file that has reached Quota limits
