Here's a short tutorial on how to rig cheeks in Blender ! It'll demonstrate how you can use a basic lattice on top of the face rig deformation.
This technique is cool in the way that it is quite independent from the face rig of your character. It can also be reapplied to basically any body part, and can be improved by subdividing the lattices (I'm just showing the basics here)

Parenting and constraints recap :
In the Character rig :
Simple Cheek bone controller parented to an intermediary bone
Intermediary bone parented to a master cheek controller, using a Copy Scale constraint targetting the Head bone
Master controller parented to the Head bone
In the Lattice rig (parented to the head bone of the chara rig):
Cheek bone with no parent, using a Copy Transforms targetting the Simple cheek bone from the chara rig
