A physical law is a stable connection established and expressed in a strict mathematical formulation between repeating phenomena, processes and states of bodies and other material objects in the surrounding world.

As you already know, physical quantities are used to describe physical phenomena and properties of bodies and substances.
Some quantities related to the same phenomenon are interrelated.
To conclude that the relationship between quantities is not random, its validity is checked for many similar phenomena.
If the relationships between the quantities that characterize the phenomenon are constant, then they are called physical laws.
Knowledge of the surrounding world would be incomplete if people only observed and described phenomena and established laws.
It is also necessary to be able to explain the phenomenon of nature.
The answer to the question why this or that phenomenon occurs can be obtained with the help of theoretical knowledge, which is the basis of physical theory.
