To Fix Language Error of Non Unicode Programs in Windows 10, follow this steps:
Go to Control Panel – Clock, Language and Region – Region.
In the next window, click the tab ‘Administrative’.
Click ‘Change System Locale’
From the drop-down list, select the non-unicode language you want.
Click OK – Apply – OK.
You have to restart your PC.
If the problem exists after restarting, please remove the program and reinstall it.
